Problem with VPN and Web Protection on IOS

When VPN is activated it turns off web protection, if I activate web protection it turns off VPN on my iPhone 13. I cant find any info to fix this?

    Does Apple's iCloud Private Relay nullify the need to have VPN turned on while using Apple native apps, such as Safari? I experience the same behavior on macOS, iOS, and iPadOS where turning on Web Protection disables the active VPN.

    The message your device is at risk its quite confusing. For instance, if VPN is on and then Web Protection is turned, the message is something like "You are at risk. Your IP Address is exposed." But then is the IP address really at risk with Private Relay turned? Likewise if Web Protection is on and VPN is turned on, then Web Protection displays a warning that "Your device is at risk." Any insights or links inside the app would be helpful because it seems like a "Dr. Jekyll and Mr. Hyde" phenomenon.
