Blacklist Allowed Being Blocked

Child profile for age 7
I have www.bbc.co.uk in the allowed sites under the blacklist settings and when we navigate to that page it is being blocked.
I am uncertain as to why this is occurring. It has worked in the past.

Fixed. The categories section takes precedent over the blacklist.
