bitdefender timing out any website with http and no https

I can't log into any site that does not contain the "s" any with just http just time out. New problem in the last week or so. Here is an example:

http://tidesandcurrents.noaa.gov/noaatidepredictions/NOAATidesFacade.jsp?Stationid=9415252&bmon=01&bday=20&byear=2015&edate=&timelength=daily
