It might be that the protocol you're using having issue with your PC/router, try changing your VPN protocol. Go to settings in the VPN app, then advanced, then protocol.

Although not the exact behavior, as the VPN in your case doesn't get stuck at disconnecting or reconnecting screen, perhaps it might help to disable and re-enable the VPN adapter:
