How to replace Kaspersky VPN
I am switching to BITDEFENDER, as offered by Digital River to Kaspersky subscribers. BITDEFENDER has evidently installed properly after removing Kaspersky. But Kaspersky VPN remains installed and BITDEFENDER's VPN won't run.
Moreover, BITDEFENDER's VPN tops out at 200 MB, while Kaspersky is unlimited.

Download the Kaspersky Product Uninstaller developed by Kaspersky themselves. When you launch it, it will automatically scan for installed Kaspersky products and allow you to uninstall them. If it doesn’t detect the product automatically, you can manually select the product from the dropdown menu. You can download the Kaspersky Product Uninstaller from the link below.

The free version of Bitdefender only provides 200 MB of data. To get unlimited data, you will need to purchase the premium version of Bitdefender VPN.
Coming back to your main query, are you stating that Digital River is providing or already switching Kaspersky VPN users to Bitdefender VPN? Since you had unlimited data with Kaspersky VPN and are not getting the same with Bitdefender VPN, it may be an issue. Whether or not this is true, forum admin @Alexandru_BD might be able to provide more information. What I think is, you will need to get in touch with Digital River directly for this.

I think the first step would be to use their uninstall tool as @Flexx suggested. Then, in regard to the VPN, it really depends on what package you were using before, because some security suites include unlimited VPN as well.
With Bitdefender, The VPN app is installed automatically alongside your Bitdefender security solution. It can also be installed as a standalone app from the product page, from Google Play Store & App Store, or from your Central account. The standard version is included by default in your Bitdefender product on Windows, Android, macOS, and iOS. It offers 200 MB daily traffic per device and automatically connects you to the optimal server, without having the possibility to change it. You can purchase the Premium VPN subscription to get unlimited traffic and the option to connect to any available server. The benefits of the Premium version will get unlocked once you activate the subscription. There are also Bitdefender home security suites which include Premium VPN.
You can find out more about the Bitdefender VPN here:In short, the basic version of 200 MB daily traffic per device is mostly designed for casual use, for example when you need to connect to public Wi-Fi and wish to hide your IP and encrypt your traffic occasionally, so it's not really designed for streaming or long-term use, given its limitations. However, I think it's nice to have. The Premium version offers much more and it's usually available with a discount for the first year of subscription. You can check the product page below:
Digital River is an authorized reseller and distributor for Bitdefender products and services sold on the official website bitdefender.de in Germany, Luxembourg, Switzerland and Austria, so I think they are in a position to recommend Bitdefender in this context.
