Why does it say the extension for SecurePass is not trusted by chrome?

I went to install extension but chrome flagged it as not trusted?

There can be multiple reasons behind this, but in short, this is something the development teams and Google need to sort out and there's an ongoing process for that. I won't bore you with the details of this complicated process, but obviously the extension is trusted and you can confidently use it. They will fix this, eventually.
