There are a few possible reasons why your assigned IP address may be blacklisted:
1) The IP address may have been previously used by someone who engaged in malicious activity, such as sending spam or launching DDoS attacks.
2) The IP address may belong to a range of IP addresses that are known to be used by VPN providers. Some websites and services block VPN traffic in an attempt to prevent abuse.
3) The IP address may have been accidentally blacklisted by a website or service.
Bitdefender uses a variety of measures to secure its VPN pool, including:

Thanks for your further info Flexx, that appears to explain my situation. I did assume the pool was blocked for a few websites. I also checked cleantalk.org which shows blacklists and stopforumspam.com which shows NO blacklists for the same IP pools. [[ 198.8.92.162, 104.254.93.244, 139.28.218.105, 66.115.146.218 ]] all from the connect to Canada VPN.
I do appreciate the quality of the BitDef products ( full security suite + premium VPN ) but I still have concerns when doing online financial logins.
Will be a work in progress for me but I am very glad to have the community feedback !
