On this page you'll see several test pages. Bitdefender will fail the phishing test page even though "Phishing Protection" is turned on.
It did pass all other tests.

The website itself is not malicious or phishing. It contains various links that can be tested for the detection capabilities of antimalware products.
For me, Bitdefender is blocking every test link available on the website that you shared via virustotal.
