Strange, here, now, at this post - the menu opens OK, but still not OK at the reference post.

That's because it was another members thread, and not your post. You can only edit/delete your posts. There are other options for the Mods in that icon, though.

I'm not sure? Here's what I'm getting when I tick on both of our posts. If you disable Anti-Tracker, does that help? @Alexandru_BD do you have any ideas regarding this? edit: I'm using Chrome, fully updated.

Again, in a here and now content it works fine. Try to find an old post of yours here and check it.
Disabling all chrome extensions and then reloading the page (of the reference post) - doesn't fix it.0 -
I believe there is a time limit in which posts can be edited of deleted, for thread/post continuity sake. For a Mod, it is a little different. Again, @Alexandru_BD can confirm this.

Even if there is such limit, the menu should open with a friendly message explaining this, not opening a crippled partial menu UI

If you are using an ad blocker, try disabling it and check again.

Hello,
Post authors may edit the content for 4 hours (this can be ofc adjusted, but we decided to go with this option).
If a user is in a role that has permission to edit content (e.g. mods, admin), those permissions will override this settings. In the event a post can no longer be edited then yes, you may experience a blank drop-down menu for the respective thread/comment.Regards

Thank you for your reply @Alexandru_BD and IMO, I don't see a real need to enable a notice in that drop down after the edit time limit is over for a normal member, as this has only come up once maybe twice? over the last couple of years.
