@MikeWB please temporarily turn off Bitdefender Profiles and let me know if the Bitdefender settings no longer change. Open Bitdefender and go to Tools -> Profiles -> switch it OFF. The issue appears to have resolved itself. I'm not getting a constant "update requires reboot" event any longer.

I am still having this same issue with both of my computers. I am getting the "needs to reboot" event from Update almost immediately after rebooting, never more than a few hours after reboot, over and over again. Something is not working right here.

So, I added the game executable to the Excluded Processes list, and created a full permissions rule for the executable also in the Firewall, also turned IDS off.
