I've got the same issue as well. Purchased Bitdefender Total Security and "Premium VPN" on 10/29/2022 and it is stuck at 200mb with an "upgrade option." If i try and active using the only code I received that was for Total Security i get "activation failed with error code: 11. Please contact our support team for help with this issue."
So far support sucks, at this point I may get my money back and go back to Kaspersky as at least their stuff was seamless to install.
