So somebody found the time to delete another post

of mine, but no time to answer the basic question:

is the submitted file malware?

This file was detected as malware by Prevx

BitDefender and SUPERAntiSpyware did not

When I hover over it, it shows that it is a

microsoft tool. But the name looks suspicious

to me.
