VPN will not stay disconnected

Whenever I disconnect my VPN or close it, it re-connects. I don't want it running for certain things and it often reconnects and disconnects my other processes. How can i set it so that when I disconnect the vpn it stays off until I turn it back on? I have turned off the turn-on at start-up. I have set certain websites for it to be turned on for and certain apps for it to be turned off for, neither appear to matter. This is annoying as all hell.
