Parental Control Issue

Hello,
I set-up Parental Control for my teenager in BD IS 2009.
However, when she first tries a blocked website, a pop-up comes up in BD is asking her if she wants to add the blocked website to the "Whitelist". If she responds YES, she is now able to view the blocked website.
Why is BD allowing her to add to the "Whitelist"? BTW, she is not an Admin, I am.
What am I missing? Please HELP!!!
