Stop Messenger Style Popups ?

Recently I have noticed a lot of messenger style pops happening during my web surfing.
I guess this is what it as I don't and have never used messenger but basically what I mean is that I go to a webpage an a small window rises up in the lower right hand corner that has a little notification message in it which is actually an add.
There usually is a small x the I can use to close it but if I return to the site, it happens again.
I have the messenger service shut off, and always have, but this keeps happening.
Anyone have any idea how to stop this????
