How do you change a site in firewall settings from deny to permit?

Did you mean how to allow/block an application from accesing the internet? Open BD Console. Go to Firewall -> Traffic. Then, search the program you wish to block/allow, and on Action column, select your desired action: Allow or Deny.

I think he meant really to control the incoming/outgoing traffic from a website.

If you really want to "ban" a site locally the best and simplest way to do this is editing the hosts file from c:\WINDOWS\system32\drivers\etc\

EXAMPLE: 127.0.0.1 www.yoursite.com

If you want to block lots of sites you can use this free tool called spywareblaster it makes the changes automatically for bad sites in your hosts file. You can download it here: Spywareblaster

You have to rightclick on hosts and choose open by open with choose wordpad mfc application so you can edit the hosts file. Don't forget to save it afterwards. Under the same name. If you want to add a normal site just follow Florin Stiuca's advice you must use a new line.
