Cant Enable Privacy Control

I just installed 2010 internet security and everything under privacy control is greyed out ;identity, registry, cookie ect.

I can put a check in the enable privacy control box but nothing happens.

have uninstalled and reinstalled twice, tried 1 repair

all other features are working

used to have 2008 and have upgraded to 2010 with 370 something days left

am running xp 32-bit

put on another computer with vista 64 and no problems

any help would be appreciated
