Cannot Switch On Parental Control

Hi
I have a problem with parent control
I switch on "enable password protection" and "Apply password protection for parent control only"
then I typed password twice
and Parental control module does not ask the password when I try to change something in this module at all
How can I switch on the password protected Parent control module?
