It almost seems like it's an aspect ratio situation in which the BD GUI is compressed itself and added scroll bars to fit in the dimensions of the screen/aspect ratio, even though from what I can see of your desktop, it looks normal
Have you tried running a repair, from All Programs (if you have a 3rd party Windows Start button), or Control Panel/Programs and Features/BD/Uninstall which will then give you a repair option.
Also, what are you systems specs?
This is an interesting one, so if you could try, and provide the above suggestions to help us here try to figure this out, would be appreciated

Just another thought, please confirm that the date in the Notification Area is correct. I've seen strange things happen in Windows when the date is off. To the point of slide controls being on UIs, no, but with the new year lets make sure, just as a process of elimination
