Any anti-virus product, must resist any attempts to complete the services. To restore operation bitdefender, need to restart the system, it is not acceptable.

The explanation is pretty simple: Process Hacker can kill any antivirus product. This is also mentioned on the FAQ section:

No. Please do not report these incidents as bugs because you will be wasting their time.

Process Hacker has a digitally signed driver and can inject into other processes. A malware can not do this, so basically there is no security flaw.
