at Bitdefender 2012 there was a Cookie Control function where you were asked, whether you want to allow a site to plant cookies on your computer, or not ("YES"/"NO").
Is there such at BD 2013??

No, there is no such option in current version unfortunately. You can only perform a Custom Scan Task for doing so, but again the the problem is that it also scan all files other than cookies as well.
