a non executable file on its own cannot launch anything or connect to anything. it has to be loaded by a n other process. to make sure it really is a *.dll to use your example, open windows explorer and change the view settings to not hide extensions for known file types.

There is no way to block another file type except applications under Bitdefender Firewall.
For other specific files you can add Antivirus exclusions under Settings > Antivirus > Exclusions > Excluded Files and Folders.
