try the following:
open services.msc and disable the windows defender service.
then you need to check there are no startup entries for the defender GUI(msascui.exe).
ccleaner has the ability to disable or delete entries such as this without putting windows into diagnostic startup mode like msconfig does when you start unticking things.0 -

Spot on solution
Two of my PCs have been "sick" with the Windows Defender "nag" for too long
One of them since April 2013 ... 5 months ... with no solutions from any quarters
After "services.msc" then CCleaner then reboot. Perfect!
I have used CCleaner for years but only to clean dead files/registry items etc.
