Firewall Application Rules Problem.

Hello. 
There is a problem wich appear after doing an product repair (this was done on two operating system, one is Windows 7 SP1 and second is Windows Vista SP2).
Firewall not remember application rules, in that panel not appear anything,is empty.
Prior to this repair, problem not appear, only appear after doing product repair.
