I Cannot Block "trustedinstaller" In Firewall

Hello.
I keep trying to block this service called trustedinstaller in my firewall but apparently I simply cannot. If I edit or create a new rule setting it to "block", every time I restart there is a new rule in the list, created --automatically-- which is set to "allow". Is this a bug in the firewall ? I have Bitdefender Internet Security 2016 and it's set to "paranoid mode" so I can have complete control over what goes in and out of my pc at all times, but this particular windows service really likes to screw with me. I just want to know how I can go about stopping the internet access for this service.
Do you guys have any idea ?
