[BUG?] Paranoid Mode not blocking installers

Hi
just found out that the Firewall in Paranoid Mode is not blocking all connections.
Example: Chrome installer (web installer) - no question if the acess to the internet should be permit?
Firefox - no question if the acess to the internet should be permit.
Steam - Here was a question if the access to the internet should be permit.
Please double check if here is something wrong.
