Firewall rules - add name/label and optionally grouping

When creating application rules it would be helpful for usability to be able to specify a name or label to explain the new rule. This would help document the purpose or reason for the rule for later eg see my post printing about creating UDP/161 (SNMP) and TCP/515 (LPD) rules.
Optionally it would be helpful to group multiple rules together, although using the same prefix in the name/label would be enough eg "Printing - SNMP status" and "Printing - LPD"
