there are three different logins on my vista computer and on all three the info box that pops up on hover of the notification icon each one says a different number of items require my attention. why wouldn't it all be the same?

The most common reason is that you didn't have ran a scan from that user account. Or you didn't ran any of the scans for a week. Some tasks need to performed by each user such as creating identity rules, creating back-up tasks (that only applies when you are using BitDefender Total Security) need to be done on each user account.
