wen i open a web page it brings up a notification in the corner even tho its a safe like youtube how do i turn them off asap thanks

First, we need to identify the notification source, the module that is triggering the notification and the reason behind it. Does this notification pop up for 100% trusted websites as well? What is the notification message displayed? Can you provide us with a screenshot please?

Short answer: No, it is not possible.
If a threat (virus, suspicious connection etc.) is detected, that warning (notification) always comes up on your desktop. And you can't disable it.
