So I got standard version of Bitdefender, but its blocking Open VPN software i need for work, i tried searching forums but no luck so far. Basically I tried adding vpn to exceptions but it only adds them to no scan list and that doesent help.

Have you tried the steps from this article, to add the software .exe as an exception for the Advanced Threat Defense module?

To add some new light to the problem there is another app that runs and thats Tap Windowss, so its key part of Open Vpn package. I also blocked it and it also didnt helped with situtation.

I think the behaviour should be investigated by the engineers, as we won't be able to resolve this issue in the community. There is also the possibility of a conflict between open vpn and the vpn included in your antivirus, if installed. Or even a strictly configured firewall that may block the connection.
