Activation in different country

Dears,


I bought Bitdefender Premium Security, and I was trying to activate it on my brother laptop who resides in different country but no luck.

I did some search around and found this link which states that if I live in country X then I can't activate any device not in the same country (Net even by using a VPN?). Is this correct?
