You should contact Bitdefender Consumer Support by chat, telephone or e-mail:
Chat is the fastest way to get in touch with Bitdefender Consumer Support.
Select: Activate & Install -> Install -> Bitdefender Premium VPN, click on Contact Support in the black box and then click on Chat 24/7.
NOTE: Bitdefender telephone support is not toll-free!

I have noticed that your most recent Premium VPN order is already active in your Central account and valid until October 2024. So in this case, the download link is no longer required. Check if the below article helps:
It's possible that auto-activation was applied for your account, which is only applicable to customers who have subscribed to Bitdefender on a recurring basis. In this scenario, when you make a purchase through the Bitdefender website, the activation takes place immediately after completing the transaction. No further steps or actions are required on your part. Automatic activation is available only for current Bitdefender users who meet the following conditions:
- You have bought Bitdefender from our website before.
- You have previously activated a Bitdefender subscription in the same Bitdefender Central account.
- Your previous Bitdefender subscription is still valid.
When the subscription activates itself automatically, customers receive a separate email, informing them that the subscription has been automatically activated and associated with their Bitdefender Central account.
As a result, if a Bitdefender subscription is activated automatically, and you attempt to activate it using the usual activation methods, you will be prompted with the message “Your subscription is already active”.
You can access your Central account to check if the Premium VPN is displayed unde the "My subscriptions" tab.
