On my android phone, I have the VPN "auto connect" selected "ON" whenever it connects to a public wi-fi or unsecured network. However, it never does. I always have to turn it on manually.
Try uninstalling and reinstalling the product.

Reistalling the app should normally fix this behavior, IF it's not related to the app permissions.
