Parental control - kids blocked at wrong times?

I have set parental control bedtimes, during which the phone should not be usable, but my daughter comes to me during the day (and during school times when she needs to use her devices) and tells me that it won't allow her to access things like her camera, or other innocuous apps like Whatsapp. When I take off the bedtimes, then it works, even though it is clearly not within h e time limits I set? I have checked her phone (Galaxy S5) time settings and it is updated automatically from the Internet.
