I think it can be labeled as a new product altogether, because it practically does not replace Small Office Security, in the sense that customers who currently use SOHO will not be migrated to this package. However, SOHO will no longer be available for purchase in the future, and in its place comes this ultimate version which offers more benefits to customers and entrepreneurs who own a small or medium-scale business, and the suite does include new features that were not previously available in the SOHO package.
Thus, it can also be considered an evolution from the previous offering, since its positioning on the market is basically the same. SOHO was conceived some time ago and since its launch, the Bitdefender portfolio has evolved considerably, as such, this also helped the natural evolution of the packages, so the emerging features and services could be bundled together to bring even more value to the Bitdefender users.Premium Security & Bitdefender Endpoint Security Tools user

If you ask me, I think it's an efficient approach. Small businesses often have security needs similar to those of home users. This overlap makes it practical to offer solutions that cater to both markets. So, basically this allows the product to serve a broader market, and also simplifies marketing and sales strategies by promoting a single solution to multiple customer segments. 🙂

Does the password manager allow sharing to the admin or other associates?

This package can secure passwords for up to 25 accounts, so it enables multiple users to access and utilize the same subscription, depending on the option you opt for (3, 5, 10, 25 members).
The included Password Manager provides a centralized approach to software access, administration, and support. The person in charge of the shared subscription plan, known as the Plan Manager, can share the service among the members. Each member gets their own unique Bitdefender Central account linked to their email address and access to the Bitdefender Password Manager service.

If someone leaves or "gets hit by a bus" can the plan administrator get to their passwords? Or can they share certain critical passwords with the plan administrator?

Well, the only way to get to those passwords would be to know the Master Password or the 24-digit Recovery Key provided during the initial Bitdefender Password Manager setup. The Password Manager included assumes individual Central accounts for each user, thus the passwords are not shared with the Plan Manager, or between the other accounts for obvious privacy and security reasons, of course. 🙂
