There is a link under "Update Bitdefender's Threat definition offline"
it's down now and showing 404 error.
what is the new link for downloading offline update?

I just had a conversation with Bitdefender support over chat, and they confirmed that they are also facing the same issue on their end. They have escalated the matter to their relevant department, and as soon as I hear back from them, I will update this post.
That being said, you can alternatively download the latest updated Bitdefender weekly updates directly from Bitdefender. Kindly note that these are the official links provided by Bitdefender:

64-bit: https://download.bitdefender.com/updates/bitdefender_2015/x64/weekly.exe

The website should be fixed within a maximum of 72 hours since the issue has already been escalated to the relevant department by Bitdefender support. You should ignore the '/bitdefender_2015/' wording and simply download the files, as they have been obtained directly from the Bitdefender servers. That being said, why not use the inbuilt update feature in the Bitdefender product itself?
For the other task, you can simply copy the link and paste it into the URL bar, and your download will start. Afterward, open the file, and the setup will automatically apply the updates to the required folder on your Windows device.

"bitdefender_2015" means Bitdefender version 2015, but no worries, those weekly updates will also work with the latest Bitdefender version.
