Cannot Turn On On-access File Scan

I am using Windows 7 64bit system, and BitDefender Internet Security 2012. I cannot turn on on-access scan. When I go to Antivirus -> Shield -> On-access scanning, no matter what my setting is (aggressive, normal, or permissive), it always says "do not scan files". When I try to change it customarily, the settings I changed will not save. So currently, my custom option is just "scan IM traffic", and "scan HTTP traffic". I confirmed that the on-access scanning definitely don't work by going to EICAR and downloading two of their test files. I opened both with no problem.
What should I do?

Do you have any other security programs installed? Or, prior to installing BDIS 2012, did you uninstall any other security programs and if yes, what method did you use to uninstall them?
How much memory is in your PC?
This sounds like either a conflict with another security program, or perhaps a corrupt installation of BDIS 2012 that may require a re-install.
