No scan task was running. I also checked the same issue on the formatted USB Stick.
When you tried to immunize to stick, did you used the first method or the second one?
1) from the pop-up when the USB Stick in inserted.
2) from the contextual menu.

I already mentioned in my first post that I try to immunize the USB stick from contextual menu option.

The said issue is fixed in the latest Build 16.20.0.1483
