2015 Product Documentation Incorrect

So I've been attempting to get BD2015 to let me access another computer on my network. Product documentation says the following:
When I open the "Rules" tab in the Firewall settings, I see this:
Clicking "Add Rule" button, doesn't bring up the list of IP addresses for devices on my network, instead it brings up the following screen:
This is all about APPLICATIONS, not IP addresses for devices.
