BTS 2019 in safe mode

I am running BTS 2019 on a windows 7 x64 lenovo x230.

It looks to be installed and running normally, but in safe mode, I cannot open BTS at all, it just says 'Communication failure. Communication wih BD Security Service failed. Try again or contact support'. The BD services are not started and when I try to start them manually, I get 'error 1084: this service cannot be started in safe mode'. The windows firewall is on, but the windows security centre cannot be started. Is this how it is supposed to be?

Welcome to the Bitdefender Forums.  Yes, that is how it is supposed to be.  In Safe Mode, only a limited number of essential Windows services are loaded.  This is what makes it such a good diagnostic tool and also enables you to boot when an application is causing issues with Normal Boot Mode.

You should not be booting into Safe Mode unless you need to do so to diagnose and hopefully repair issues that are stopping Windows from booting normally.
