RTC Video PnP listener

Hi there, new member here with an interesting question, does anyone know what RTC Video PnP listener is and what it does? My main concern is that it is malware of some type. Browsing the web does not really help as there appears to be no definitive answers. Some people say its a skype thing, I have checked with skype and they said no. Some people say its a video recorder that turns on your webcam and keeps track of your browser searches. Some people say its bloatware, does anyone out there in the community know for sure. Please help.
