VPN for PC using a connection via mobile phone

Hi everybody,
Thanks in advance for helping!
I try to open the Bit Defender's VPN on my PC, but encounter the error 1009. I don't see why.
May it be because I am connected via my smartphone, using a distant connection? With an ethernet cable (wire), or without one.
If not this reason, in which direction, in priority, looking for solving the problem?
