Why does the software not remember?

Every time I open MS Outlook 365 the software announces a problematic connection then after several seconds the message goes away. I check the status of messages and it clear that the software has determined MS is ok.

So why doesn't the software add whatever is bothering it to a safe list and stop with the constant messages?

A second, similar problem. I have 1 flash drive (backup) that has been the same device for over a year. Yet, every time I plug the same flash drive in the software has found a new device - memory?
