As far as I can guess, it might as well be an update for Chrome..
I would personally disable the Alert Mode altogether, if not required. Otherwise, you will receive alerts everytime an application is accessing the internet and this can become tiring at some point, at least for me. Other users are making good use of this feature, so it really depends on your preferences/requirements.
