Why web protection do not work in Brave Browser as good as the Google Chrome's one?

I was tring to test Bitdefender to the all known EICAR Test. I tried to install the ZIP via the Brave Browser and the ZIP was saved but if you try with chrome, it blocks the site. Why?

Hello!
Currently, Brave is not supported by the Online Threat Prevention feature. However, you are still protected by other BD modules. For example, if you try to extract the downloaded ZIP file, the operation will be blocked.
