This information does not help. My Bitdefender Internet Security Dashboard is not the same as Bitdefender Total Security. I don't have an option for Protection or Utilities. Different software?

The image you shared is of Bitdefender Central, which is not relevant to your query. Kindly check the settings section of the Bitdefender product installed on your device, as these settings are not accessible through Bitdefender Central. The ability to allow or block an IP address is only available in the installed Bitdefender product. Kindly follow the steps outlined in the link provided by @Alexandru_BD in the previous comment and make the necessary changes accordingly.
