Well I uninstalled BD Free and I'm still not getting that update on this computer. I did get it on my laptop. Both have AMD processors and both are running Windows 10. I have to check the tablet which has an Intel Atom. Check that. It just came through on this one.

Add another one to the list. uBlock Origin is nice but it's filter updates are also blocked by BD free. Every filter says there was a network error. I don't think there are any auto-scans but to me that's a good thing. I always turn off auto-scanning because it's redundant and useless. There also is no reason to do scans more than once a month and even that may be too much.

To me , it looks like what you have is not the real Bitdefender. The publisher should not be SOFTWIN and I have never seen a version number stated like that in CCleaner. I'm seeing the same thing on my Windows 10 tablet with a Bay Trail Atom quad core CPU. The scan is fast though and I'm not sure if it's a concern or not.

In my opinion , auto scans are not needed. I always turn them off in any AV product. They're just a waste of resources and always seem to happen at the worst possible time.

I have a delay too in Win 10 but my version is 1.0.3.7 and I just installed it today. When did 1.0.3.9 come out? It seems to have settled in because I have no more delay. I still have 1.0.3.7 though.

Sorry, I got lost here but are you saying that Flash is built in on Chrome and just by updating it will fix the issue? The version of Flash that is used by Safepay is actually the same version that is used by Firefox, not Chrome. Chrome uses the PPAPI, Firefox uses NPAPI which is the one Safepay needs.
