Upgrade To Total Security 2010, Web Filtering Issue

I upgraded over the weekend to Total Security 2010 from Internet Security 2010 and am having an issue with Parental Control/Web Content.

I have Web Filters set up to "Allow all sites except those blocked." however even sites that aren't on the list such as "Download" sites are being blocked. The only way around this is to disable Web Site filtering which is clearly not what I want to to do.

Is there anybody else experiencing this issue? I mean unless the website is in the black list TS 2010 shouldn't be blocking it, right?
