Hyperlink no longer work - Windows 10

When ever I click on a Hyperlink I now get the following message.
"This operation has been cancelled due to restrictions in effect on this computer". Research suggest it is as a result of a virus but not sure. Nothing comes up with I run a scan. Recommendations on changing registry settings don't seem to work. Any ideas? Kind regards.
