Are the two UK phone contact numbers disconnected?

I'm a user/ fan of Bitdefender and recommended that my friend should subscribe, too.

She paid by debit card, received the Order payment receipt confirmation, but after 24 hrs she had not had an email with an activation code.

After using the comprehensive auto help to receive an e-mail with a time-limited link, that link took us to her Order Page where the status is shown as "Finished" and where we could not see an activation button or any other means of progressing to an install.

Embarassingly, for me, when I suggested that she phone the UK support contact numbers, both returned the unobtainable tone.
